The government has issued a circular, preventing the recruitment of staff and the paying of wages, at government and semi-government organizations, without the approval from the Management Services Department of the Treasury. Thereby, the Secretary to the Line Ministry under which the Institute falls, the Departmental Head, and the Head of the Finance Division needs to bear the responsibility for any recruitment that has taken place outside these guidelines. The Chairmen, Executive Officers and Accountants of State Statutory Bodies need to take the responsibility for continuing with staff beyond the permitted cadre.

The Circular further states, should there be employees exceeding the permitted cadre in pubic entities, details of such staff members and their salaries need to be notified to the Management Services Department of the Treasury.
